Martha and Kathryn in their master piece have discussed about type of Norms. They state that norms are the shared moral assessment of people in the region. These norms can have a great impact on the way things are executed in the society. For instance, if any body wants drink "vodka" in front of the public which believes in Islamic rituals and is conservative to the greater extent, he would probably not drink. The reason is very obvious. That particular person would fear the adverse reaction of the people around him. This what Micheal Foucault describes the power of discipline and norms.
There are two types of norms as per the authors assessment. One is regulative norm and the other is constitutive norm. The regulative norm regulates the behavior of people in society by putting constraints and fear while constitutive norms which create new actors, interest and categories of action. This piece goes on discussing how institutions are formed by norms. For instance, norms regarding racial and status superiority gave inception of institutions of slavery and as the people get less concerned with that idea, the norms get changed. Similarly, norms can be created. The constitutional framework of America regarding liberty and freedom developed a sense in both of these rituals which ultimately created a shared moral assessment. So institutions on one hand can be created by norms and on the other hand it can be the situation where institutions can create norms as well.
Debating over whether the domestic norms and international norms are same or not? one can say they are different too. The reason being the anarchic structure of international politics and a state control society in domestic politics. In international politics you ca exert pressure and force to create or finish the norm from the society whereas in international arena there is no sovereign who would change norms.
Considering the reading, I would say there has been great in depth analysis of things that most of the IR theorist ignore while viewing international politics. It is a unique peace that enhance the vision of individual to view international politics in a different way.

Decent post. You're right, these authors do a good job of bringing the issue of norms into the discourse on IR, something that had been lacking up until this point.
ReplyDeleteYes sir. Actually these ideas are as important as other theories but actually no pays much attention to it. The reason for this can be the believe in tangible power. These things can actually make difference while you wish take different stances over particular events.
