Session 4 - Waltz's Levels of Analysis: POSTED ON BEHALF OF NAUMAN HAROON

In the reading, Waltz focuses on a few of main reasons behind war which include; the man, state, structure of the state, the society and relations with other countries. He describes how a man, to fulfill his desires, can cause war and does it for his personal achievements. However he describes the other side to this reason by making a relation between society and man, describing how the evil of the society shapes man and his intentions. This is basically the socio-cultural explanation of a person’s behavior that that the external factors affects how a person takes his decision. Then he explains if the state is evil then war takes place or if the structure of the state is not good, it leads to war with different countries. Lastly, he emphasizes even that if relations with other countries re good then there are fewer chances of war and vice versa.

Waltz keeps on focusing on the reasons behind war and how we can eradicate it and attain peace; however I believe that war is inevitable in this world as there are limited resources, greediness for power and different states trying to be at a senior hierarchical level than the other country. Peace is just a theoretical concept which cannot be achieved in reality. However we should focus more on how to maintain good relations with other countries and minimize war as much as possible. It shouldn’t be about ‘eliminating’ war but trying to control it in a way that it doesn’t damage the current situation of the countries.

It is interesting how Waltz goes into the root of the problem to find its solution but there is no fixed way to solve war. It is not like we will put a formula and the problem will be solved. There can be different ways and steps to try and reduce it as much as possible.

  1. Perhaps you're right that war is inevitable. But then again, perhaps you're wrong. Waltz argued that war could be eliminated if every country had nukes, because if war happened, it would then lead to mutually assured destruction. Then again, perhaps there is another way out of war that has yet to be conceived.
